'GMA' host Roberts to write memoir about illness

NEW YORK (AP) ? Robin Roberts will tell the story of her battle with a life-threatening illness in a new memoir.

Grand Central Publishing says the "Good Morning America" anchor will be writing the as-yet-untitled book for publication next April.

The publisher announced Wednesday that Roberts will write about her rare illness and her recovery, as well as the life lessons she continues to learn since her return to the "GMA" anchor desk.

The ABC News host underwent a bone marrow transplant in September to treat the blood and bone marrow disease. She was off work for five months before returning to the top-rated network morning show in February.

Her first book, "From the Heart: 7 Rules to Live By," was a New York Times best-seller in 2007.

Work Stress, Unhealthy Lifestyle Impact Coronary ArteriesThe results of a new research study could provide the impetus to improve or adopt a healthy lifestyle ? especially?for those with stressful jobs.

As reported in the CMAJ (Canadian Medical Association Journal), researchers discovered people with job stress and an unhealthy lifestyle are at higher risk of coronary artery disease than people who have job stress but lead healthy lifestyles.

Researchers studied the effect of a healthy lifestyle on reducing the effects of stress on coronary artery disease by reviewing seven cohort studies from a European initiative that included more than 100,000 people.

Subjects were disease-free during the 15-year study period (1985-2000), ranged in age from 17 to 70 (mean 44.3) years, and resided in the United Kingdom, France, Belgium, Sweden and Finland. More than half (52 percent) were women.

Of the total participants, nearly 16,000 individuals (16 percent) reported job stress, which was determined from specific job-related questions in the studies.

The investigators defined three lifestyle categories based on smoking, alcohol consumption, physical activity/inactivity and obesity (body mass index).

A ?healthy lifestyle? had no lifestyle risk factors, ?moderately unhealthy lifestyle? had one risk factor and ?unhealthy lifestyle? included 2 to 4 lifestyle risk factors.

A total of 1,086 participants had incident events of coronary artery disease events during the followup period.

The 10-year incidence of coronary artery disease was 18.4 per 1000 people for people with job strain and 14.7 for those without job strain.

People with an unhealthy lifestyle had a significantly higher 10-year incidence rate (30.6 per 1000) compared to those with a healthy lifestyle (12.0 per 1000). The incidence rate was 31.2 per 1000 for participants with job strain and an unhealthy lifestyle but only 14.7 for those with job strain and a healthy lifestyle.

?The risk of coronary artery disease was highest among participants who reported job strain and an unhealthy lifestyle; those with job strain and a healthy lifestyle had about half the rate of this disease,? said researcher Mika Kivim?ki, Ph.D.

?These observational data suggest that a healthy lifestyle could substantially reduce the risk of coronary artery disease risk among people with job strain.?

Evidence from randomized controlled trials has shown that lifestyle changes such as weight loss and stopping smoking can reduce the risk of disease.

?In addition to stress counseling, clinicians might consider paying closer attention to lifestyle risk factors in patients who report job strain,? the authors conclude.

Greek PM invites China to 'join Greece's success story'

Greece is rolling out the red carpet for Chinese investors as a means of stabilizing its shaky economy.

On a five-day visit to Beijing that ended Monday, Greek Prime Minister Antonis Samaras eagerly invited the Chinese to "join Greece's success story," hoping to lure the country?s ravenous investors to Greece and pump new life into the country's devastated economy.

After global rating agency Fitch upgraded Greece's sovereign credit rating from CCC to B- last week, Mr. Samaras tried to convince Chinese officials that the economic crisis plaguing Greece would soon come to an end.

"I wouldn't be here if we in Greece hadn't turned our ship around," he told them during his visit, flanked by 71 Greek businessmen and members of his cabinet, who had to pay their own way to Asia because of budget austerity measures.

A way out of debt for Greece?

After six years in recession, the unemployment rate in Greece has reached 27 percent, and 64 percent for those under the age of 25. In the first quarter of this year, the economy contracted 5.3 percent, the fifth consecutive year of negative growth.

Hoping to turn things around, Greece signed an agreement with its creditors, which hold billions in Greek debt, to raise $67 billion by 2022 by selling off state assets. And the Chinese have already expressed interest in Athens International Airport, along with some of Greece?s 12 ports for lease.

"There's a strong interest from China for infrastructure investments in Greece, especially in ports and railways," says Nicholas Economides, professor of economics at the Stern School of Business at New York University. "Greece will benefit from the efficient running of its infrastructure [brought on by the sale], as well as investment in its infrastructure once those are privatized."

Officials in particular are hoping to replicate the successful partnership between the Greek government and state-owned Chinese Shipping Company COSCO, which they say has revitalized the port of Piraeus and brought in millions of euros in tax revenue. The company has leased half the port since 2010 for 500 million euros in total for a period of 35 years. The Greek government now wants to lease the other half, and COSCO officials have said they are interested.

Samaras and company did not leave China empty handed. Officials from the China Development Bank promised to finance Chinese companies interested in buying Greek assets, while Chinese investors promised to soon visit the country.

And Greece is sweetening the pot for foreign investors. Earlier this month, Greek lawmakers passed a bill offering a 5-year residence permit to non-EU citizens investing in property worth more than 250,000 euros ($320,000). That would allow such investors to bring their families to Greece and at the same time, travel freely within the Schengen zone of 26 European countries.

Worries about China

But Greece's deals with China are not without critics.

Some worry over such arrangements with China, especially whether they would benefit the average voter. Whistleblowers at the port of Piraeus have complained publicly that COSCO has violated Greek labor laws, by underpaying them and not allowing them to form a union. Some?ex-workers have even sued the company for those violations.

Another concern is that Greek officials ? already under severe?pressure from its creditor "troika" of the International Monetary?Fund, the European Union, and the European Central Bank ? will sell?off state assets too cheaply and with few conditions, to the country's?disadvantage.

And the EU already is worried about Chinese business practices. European Union Trade Commissioner Karel De Gucht announced just last week he was preparing to launch a formal investigation into telecommunications giant Huawei whose imports into the EU are worth more than $1.3 billion for violating Europe?s competition law.

"Huawei and ZTE are dumping their products on the European market," Mr. De Gucht told Reuters, adding that access to cheap Chinese capital ?creates a distorted playing field.?

The day after Mr. De Gucht's announcement, Greek Development Minister Kostas Chatzidakis stopped Huawei's headquarters in Shanghai. The international company has agreed to build a research center and a transit hub in Greece, according to the Greek Ministry of Development.

And during his visit, Samaras shied away from bringing up the usual human rights issues most of his Western counterparts make a point to address while visiting Beijing.

'Not a deus ex machina'

Instead, Samaras kept the talks focused on business opportunities, and used the rich ancient past of both nations as a key reason why China should help Greece.

"If the two countries with the greatest legacies in the world do not combine forces to create such synergies???if we do not do it, nobody else can," Samaras told Chinese officials.

But nostalgia aside, China is firmly rooted in the economic considerations of the present that has led it to become a leading exporter and economic powerhouse, analysts say, scoffing at the hope that Chinese investment could be a panacea for Greek economic woes.

"We shouldn't consider them as a deus ex machina,?? says Charalambos Paposotiriou, professor of international relations at Panteion University in Athens and author of a recent book about China's rise as a superpower. ?They might help with our recovery but we should also become more competitive."

Another recent deal underscores the competition: Greece, which used to be one of the leading builder of ships until the '90s, saw its shipping magnates recently agree to buy 142 new ships from Chinese shipbuilders.?

"There might be mutual respect between the Chinese and the Greeks because they're both ancient civilizations,? adds Mr. Paposotiriou. ?But people shouldn't forget that China operates according to its interests and profits."

Drawing closer to Alzheimer?s magic bullet? Drugs found to both prevent and treat Alzheimer's disease in mice

May 21, 2013 ? Imagine a pharmaceutical prevention, treatment or even cure for Alzheimer's disease.

It is almost impossible to overstate how monumental a development that would be and how it would answer the prayers of millions.

Though science isn't there yet, a new study published in The Journal of Neuroscience spearheaded by USC Davis School of Gerontology researchers offers a tantalizing glimpse of potential solutions.

"Our data suggests the possibility of drugs that can prevent and treat Alzheimer's," said lead author, professor and lab principal Christian Pike of USC Davis. "It's just mouse data but extremely encouraging mouse data."

The team studied the effects of a class of drugs called TSPO ligands on male mice that were genetically engineered to develop Alzheimer's disease, known as 3xTg-AD mice. Because a key mechanism of TSPO ligands is to increase production of steroid hormones, it was important to ensure that the mice had low levels of testosterone and related hormones before treatment. Younger mice were castrated while, in older mice, the decrease occurred as a normal consequence of aging.

"We looked at the effects of TSPO ligands in young adult mice when pathology was at an early stage and in aged mice when pathology was quite severe," Pike said. "TSPO ligands reduced measures of pathology and improved behavior at both ages."

The most surprising finding for Pike and his team was the effect of TSPO ligands in the aged mice. Four treatments -- one per week over four weeks -- in aged 3xTg-AD mice resulted in significant lowering of Alzheimer's-related pathology and improvements in memory behavior. This finding suggested the possibility that TSPO ligands can reverse components of Alzheimer's and thus have the potential to be useful in treatment.

For humans, these findings may indeed be quite significant.

"TSPO ligands are currently used in humans in certain types of neuroimaging. Newer TSPO ligands are at the clinical trials stage of development for treatment of anxiety and other conditions," Pike said. "There is a strong possibility that TSPO ligands similar to the ones used in our study could be evaluated for therapeutic efficacy in Alzheimer's patients within the next few years."

In light of the findings, the team will next focus on understanding how TSPO ligands reduce Alzheimer's pathology. Building on the established knowledge that TSPO ligands can act protectively by reducing inflammation, shielding nerve cells from injury and increasing the production of neuroactive hormones in the brain, the team will study which of these actions is the most significant in fighting Alzheimer's so it can develop newer TSPO ligands accordingly.

While Pike and his team acknowledged that the findings represent an exciting possibility, the researchers also stressed that it is by no means a given.

"From the optimistic perspective, our data provide very promising findings with tangible potential benefits for both the prevention and treatment of Alzheimer's," Pike said. "On the pessimistic side, research scientists have developed many interventions that cured Alzheimer's in mice but have failed to show significant benefits in humans. A critical direction we are currently pursuing is successfully translating these findings into humans."

Co-authors of the study were Anna Barron (former USC Davis postdoctoral student and Molecular Imaging Center, National Institute of Radiological Sciences, Japan); Luis Garcia Segura (Instituto Cajal, Spain); Donatella Caruso and Roberto Melcangi (Department of Pharmacological and Biomolecular Sciences, Centre of Excellence on Neurodegenerative Diseases, University of Milan); and Anusha Jayaraman and Joo Lee (USC Davis).

The research was funded by the National Institutes of Health in support of the USC Alzheimer's Disease Research Center, directed by Helena Chui, professor of neurology and gerontology at USC.

Silver drops despite steady market tone elsewhere

LONDON (AP) ? The price of silver was the standout mover in financial markets Monday as it took a hammering for the second trading session in a row, even as stocks remained relatively solid amid hopes over the U.S. economy.

By late-afternoon London time, the metal's price was down 3.8 percent to $21.66 an ounce. Earlier in the session, it had fallen over 7 percent to $20.25, its lowest level since September 2010.

Commodity prices have suffered in recent weeks as investors preferred to put their money in stock markets. Gold has dropped the most, but silver often falls in its slipstream. The price of gold was also lower Monday, down 1.6 percent at $1,364 an ounce.

Aside from investors' preference for other assets, commodities have struggled for other reasons too, including fears that indebted eurozone countries may sell some of their gold reserves to raise money.

Weak inflation ? in spite of huge money-creation policies by many of the world's leading central banks ? has also taken its toll. Commodities, especially gold, are used as a store of value when inflation fears grow.

"Growing evidence of falling inflation in Europe, the U.S. and the rest of the world has prompted investors to lighten their holdings in both gold and silver in the past few weeks," said Michael Hewson, senior market analyst at CMC Markets.

Elsewhere, stocks were subdued amid a dearth of economic data. But even though many stock indexes around the world have either hit record highs or multiyear peaks, investors have so far refrained from widespread profit-taking ? a sign of underlying strength.

In Europe, the FTSE 100 index of leading British shares was up 0.5 percent at 6,755 ? its highest level since mid-2000. Germany's DAX, which has set a series of all-time highs, rose 0.7 percent to 8,455. The CAC-40 in France was 0.5 percent lower at 4,022.

In the U.S., the Dow Jones industrial average was up 0.09 percent at 15,369 while the broader S&P 500 index was up 0.14 percent to 1,669. The two indexes have also racked up a series of record highs.

Given the stock markets' huge advances this year, some analysts are beginning to wonder when a reverse will take place.

That could be triggered if officials at the U.S. Federal Reserve start pondering an early end to the central bank's super-easy monetary policy after a run of strong U.S. economic data, particularly with regard to housing and jobs. The money generated by the Fed over the past few years in an attempt to keep the U.S. economy on an even keel has been one of the reasons why financial assets, such as stocks, have enjoyed strong gains despite a patchy global recovery.

In that context, investors will be particularly interested to hear what Fed chairman Ben Bernanke says when he addresses lawmakers on Wednesday.

"With many of the main indices looking dangerously overbought we are probably overdue a correction," said Mike McCudden, head of derivatives at Interactive Investor.

"All eyes will be on the Congressional testimony on Wednesday for confirmation that the Fed will start to scale back the bond purchasing program later in the year," he added.

In the currency markets, the dollar was slightly soft as traders booked some recent gains, with the euro up 0.42 percent at $1.2874. Against the yen, it was 0.7 percent lower at 102.41 yen.

Earlier in Asia, stock markets had a strong start to the week. Japan's Nikkei 225 index jumped 1.5 percent to 15,360.81 while Hong Kong's Hang Seng surged 1.8 percent to 23,493.03. Benchmarks in mainland China also rose but South Korea's Kospi fell 0.2 percent to 1,982.43.

On the commodity markets, with the benchmark New York rate for crude oil was up 91 cents at $96.94 a barrel.

WASHINGTON (AP) ? A new government report details 87 shipwrecks ? most sunk during World War II decades ago ? that could pollute U.S. waters with tens of millions of gallons of oil.

Even so, the potential for pollution is less than scientists had expected. The report released Monday by the National Oceanic and Atmospheric Administration concludes "the scope of the problem is much more manageable than initially feared.... Our coastlines are not littered with 'ticking time bombs.'"

Agency officials estimate that far less oil will leak into the ocean than the BP oil spill of 2010, which spewed roughly 200 million gallons into the Gulf of Mexico alone.

"That's not a bad number in comparison to what we first thought it would be," said NOAA's Lisa Symons, who wrote the study.

There are 20,000 shipwrecked vessels that lie off the nation's coastlines. Most of those either finished leaking long ago, ran on coal instead of oil, are too small or aren't near vulnerable land.

"There are only six that really keep me up at night, but we don't know where they all really are," Symons said. Those six have the biggest potential to foul coastal areas because even if they spill only 10 percent of their oil, they could cause a local-scale disaster, she said. They don't have to be a worst-case spill to be a disaster.

Of those six, Symons said NOAA doesn't know the exact location of three of them, just where they were last seen before they sank. Three of the six worst potential problems are off Florida, one near Georgia, one near South Carolina and one near New York. Some are as close as 15 miles from shore.

Of the overall 87 ships identified as potential polluters, 52 were lost in World War II, mostly up and down the Atlantic coastline.

Others were lost in crashes, fires and storms, including the Edmund Fitzgerald. The story of that ship's sinking in Lake Superior was turned into a classic 1970s ballad. Two ships, including the Edmund Fitzgerald, aren't even in U.S. waters but are close enough they can pollute American waters, NOAA officials said.

The agency has identified 17 ships that have a known location and that need to be investigated further to see if the oil could be removed. Removing oil in advance, before it leaks, is far easier than waiting till after it spills into the water, Symons said.

"We hope that this government will finally start listening to us because we are losing our patience," said?Enzo Bernardis, who joined the sea of protesters waving red flags and calling for more workers' rights and better contracts.

Less than a month in power, Letta is trying to hold together an uneasy coalition between his centre-left?Democratic party?and the centre-right People of Freedom, led by former prime minister?Silvio Berlusconi.

Confidence in the government, cobbled together after inconclusive elections, is already falling, with one poll on Friday by the SWG institute showing its approval rating had dropped to 34 percent from 43 percent at the start of the month.

"We can't wait anymore" and "We need money to live" were among slogans on banners held up by the crowds.

Letta promised to make jobs his top priority when he came to power in April after two months of political deadlock. But several protesters complained he was not sticking to his vow, focusing instead on a property tax reform outlined this week.

Union leaders said he needed to shift away from the austerity agenda pursued by former Prime Minister?Mario Monti, who introduced a range of spending cuts, tax hikes and pension reform to shore up strained public finances.

"We need to start over with more investment. If we don't restart with public and private investments, there will no new jobs," said?Maurizio Landini, secretary-general of the left-wing metalworkers union Fiom.

Italy?is stuck in its longest recession since quarterly records began in 1970, and jobless rates are close to record highs, with youth unemployment at around 38 percent.

Other protesters were pessimistic that Letta's fragile government would be able to take effective action.

"This government will last a very short time," said demonstrator?Marco Silvani. What we need is a new leftist party that fights for the rights of the people," he said.

Nigeria military declares 24-hour curfew in city

MAIDUGURI, Nigeria (AP) ? Nigeria's military declared a 24-hour curfew Saturday on neighborhoods in a northeastern city that's the spiritual home of an Islamic extremist network as soldiers continued the government's emergency campaign in the region, with authorities saying they killed 10 suspected insurgents.

A statement Saturday on behalf of Lt. Col. Sagir Musa named 11 areas of Maiduguri where people must remain inside their homes until further notice. Musa said it was part of the military's push since President Goodluck Jonathan issued an emergency decree Tuesday allowing soldiers to arrest people at will and take over buildings suspected to house extremists in Adamawa, Borno and Yobe states.

Soldiers arrested some 65 suspected extremists who were "attempting to infiltrate Maiduguri" after military strikes on camps in a nearby forest reserve, military spokesman Brig. Gen. Chris Olukolade said in a statement Saturday. Olukolade said soldiers killed another 10 suspected extremists in Maiduguri's Gamboru neighborhood, one of the areas now under curfew.

There was no independent confirmation of the arrests nor the killings. An Associated Press journalist in Maiduguri saw roadblocks manned by soldiers in the city, as well as trucks lined up outside the city, apparently blocked by the military from entering.

Maiduguri, the capital of Borno state, once was home to the main mosque of Boko Haram. Nigeria's Islamic extremist insurgency grew out of a 2009 riot led by Boko Haram members in Maiduguri that ended in a military and police crackdown that killed some 700 people. The group's leader died in police custody in an apparent summary execution, fueling dissent that broke into the open in 2010 with the targeted killings of government officials, security agents and religious leaders who spoke out against the sect. The killings gradually morphed into the large-scale extremist network that is plaguing Nigeria today.

Soldiers backed by jet fighters and military helicopters have flooded into the northeast since Jonathan's order Tuesday. On Thursday, soldiers attacked suspected camps sheltering insurgents in a forest reserve south of Maiduguri. At least 21 suspected extremists died in the attack, an official told the AP on Friday. The military said it destroyed the extremists' equipment and gasoline supplies.

On Saturday, Olukolade asked the public to inform authorities if they saw anyone attempting to gather large quantities of gasoline.

"Some of the fleeing insurgents from various camps have been noted to be in search of fuel," the brigadier general said.

This new military campaign comes on top of a previous massive deployment of soldiers and police to the region. That deployment failed to stop violence by Islamic extremists, who have killed more than 1,600 people since 2010, according to an AP count. It also has seen soldiers arrest, torture and even kill civilians.

Boko Haram, whose name means "Western education is sacrilege" in the Hausa language of Nigeria's predominantly Muslim north, has said it wants to establish an Islamic state in Nigeria and wants the government to release all of its imprisoned followers. Boko Haram has sparked splinter groups like Ansaru, which has kidnapped foreign hostages. Analysts and diplomats also say the network has loose ties to two other al-Qaida-influenced groups on the African continent.

S. Sudan: Doctors Without Borders hospital ruined

NAIROBI, Kenya (AP) ? The medical aid group Doctors Without Borders says one of its medical facilities located in a rural but violent region of South Sudan has been ransacked and destroyed.

The group said Friday the attack leaves 100,000 people without medical care in South Sudan's Jonglei state.

MSF ? as the group is also known ? said its hospital infrastructure was systematically damaged in last weekend's attack. The hospital is the only facility in Pibor Country. The nearest alternative facility is 90 miles (145 kilometers) away.

MSF did not blame a group for the attack. It noted that the facility has treated government soldiers and that region suffers from a conflict between government troops and an anti-government militia led by David Yau Yau. The government accuses Sudan of arming Yau Yau's rebellion.

The Coordinator-Constables Training Program administers one or more state funded training programs delivering basic or continuing education training to criminal justice professionals in multiple venues around Pennsylvania. Responsibilities include; hiring, supervision, scheduling, and evaluation of training staff as well as substituting for them when necessary. The coordinator will also create program schedules and maintain program facilities, equipment, handouts, and other materials. In addition, the Coordinator will transport all program equipment (approximately 50 pounds) to various training locations state-wide prior to the start of the program, attend various State Commonwealth meetings, maintain accurate academic records and make reports. Other responsibilities include; monthly payroll, course advertising, registration, testing, recordkeeping, reporting to funding agencies, and assisting with the curriculum development activities of the unit. Required Education and Experience:
Bachelor's degree in Criminal Justice or a related field as well as eligibility for Pennsylvania ACT 44 certification, and at least two (2) years experience in law enforcement training in; firearms, defense tactics, crisis intervention, law, or another related area. Required Skills and Abilities:

  • Must have the ability to travel throughout Pennsylvania, and to transport heavy equipment (approximately 50 pounds) to various training locations.

Senators hit snag on tech provisions in U.S. immigration bill

WASHINGTON (Reuters) - Amid fierce lobbying from the tech industry and organized labor, senators on Thursday hit a snag over a visa program for high-skilled foreign workers in the U.S. immigration bill and decided to delay action on the issue until next week.

The bill was carefully crafted by a bipartisan group of Senators to address a slew of concerns from interest groups. But the provision has emerged as a sticking point for the business community and could cost the support of a key Republican Senator Orrin Hatch.

Democrat Charles Schumer, one of the gang of eight Senators that hashed out the original bill, has been trying to broker a compromise with Hatch on the H-1B visa program for high skilled workers.

"We are working very hard to negotiate an agreement," Schumer said at the Senate Judiciary Committee, which held its third session on Thursday to examine the immigration bill.

On behalf of tech firms and businesses, Hatch has introduced amendments to make it easier for companies to hire foreigners. Schumer said he had asked Hatch to defer his amendments "in hopes that we can get an agreement for early next week."

Under the bill, companies would have to vouch that they were not replacing American workers with foreigners for 90 days before and after the company applied for the work visa. Hatch's amendment would only require that the employer did not intend to displace a U.S. worker.

Hatch is also seeking to soften requirements designed to ensure that Americans get the first crack at a high-skilled job. Under the bill, employers would first have to advertise the job and offer the position to any qualified American.

Hatch's amendment would only require employers to take good faith steps to recruit Americans. That requirement would only apply to companies that had more than 15 percent of their workforce on H-1B work visas.

Republican Lindsey Graham, who is part of the gang of eight, said Hatch had some good points. "I know he has been a real leader on this and I hope we can find some common ground," he told reporters.

Schumer, Graham and other lawmakers are trying to accommodate Hatch in part because they want more Republican senators to support the bill, which would put pressure on the Republican-led House of Representatives to act on immigration reform.

That has angered the AFL-CIO union organization. "It's not OK to trade workers to get a senator," said Andrea Zuniga DiBitetto, legislative representative with the labor federation.

DiBitetto did not say whether the AFL would pull its support for the entire bill if Hatch's amendments were approved.

Influential business groups, which fear the legislation would increase their liability, have held back from endorsing the legislation until their problems with the H-1B program are resolved.

The Senate Judiciary Committee is aiming to complete work on the bill before June.

Outgoing IRS Commissioner Steven Miller apologized Friday on behalf of the Internal Revenue Service for unfairly targeting conservative groups applying for tax-exempt status, but said "partisanship" was not the reason for the agency's practices.

?First and foremost, as acting commissioner, I want to apologize on behalf of the Internal Revenue Service,? Miller said before a House Ways and Means Committee hearing.

The IRS is under fire for placing heavier scrutiny on organizations with words like "tea party" or "patriots" in their name when they applied for nonprofit status between 2010 and 2012, according to a report unveiled this week by the Treasury Department's inspector general for tax administration.

Miller, who at the time was deputy commissioner for services and enforcement, went on to say in his brief opening statement that "foolish mistakes were made" in the handling of the applications.

?I do not believe that partisanship motivated the people that engaged in the practices described in the inspector general?s report,? Miller said. ?Foolish mistakes were made by people who were trying to be more efficient in their work.?

Sitting next to Miller at the hearing, Treasury Inspector General J. Russell George testified that in his investigation he "did not" find evidence that the agency's decisions were motivated by politics.

Lawmakers from both parties grilled Miller, questioning him about when he learned of the agency's practices, probing into why the agency singled out organizations with conservative leanings for heavier scrutiny, and asking whether the IRS disclosed private tax information to other government agencies.

Miller repeatedly denied that the IRS intentionally used political criteria to determine levels of scrutiny on groups applying for tax-exempt status.

"Generally, we provided horrible customer service here. I will admit that, we did," Miller said when questioned by Rep. Pat Tiberi, an Ohio Republican. "Horrible customer service. Whether it is politically motivated or not is a very different question."

When asked to point to specific employees within the IRS who were responsible, Miller declined. ?I don?t have names for you,? he told Texas Republican Rep. Kevin Brady.

Also at Friday's hearing, California Republican Rep. Devin Nunes questioned Miller about why he resigned from his position as a result of the IRS' practices. Earlier this week, President Barack Obama announced that Miller would step down.

"I never said I didn't do anything wrong, Mr. Nunes," Miller said. "I resigned because, as the acting commissioner, what happens in the IRS, whether I was personally involved or not, stops at my desk. So I should be held accountable for what happens. Whether I was personally involved or not are very different questions, sir."

Drunk driving: Why is MADD among critics of lower alcohol limit?

On its surface, the recommendation seems simple: reduce the legal limit for blood-alcohol content (BAC), and drunken-driving fatalities will fall, too.

But nearly as soon as the National Transportation Safety Board (NTSB) made that proposal Tuesday, a chorus of dissent began. Lower the BAC limit, critics argued, and you criminalize responsible social drinkers ? and do little to make the roads safer.

And the opposition came from some unlikely corners.

?As a mother whose daughter was killed by a drunk driver, the most important thing to me is that we save as many lives as we can as soon as possible,? says Jan Withers, president of Mothers Against Drunk Driving (MADD). ?The issue with lowering the legal limit is that it will take a lot of effort for a potential result that is many, many years down the line.?

While MADD doesn?t oppose the idea of lowering the legal limit in principle, it?s the wrong place for the government to focus its efforts against drunken driving now, she says. It?s a critique mirrored by many involved with drunken-driving policy issues.

The NTSB is proposing that the legal limit for BAC be reduced from its current level of 0.08 to 0.05.

There?s no neat correlation between blood-alcohol level and drinks consumed, but in general, a 140-pound person could consume three drinks and fall below the 0.08 ceiling, and a 180-pound person four. But if the limit were set at 0.05, that would drop to two drinks or less for the smaller person and three for the larger.

?The fact is, many alcohol-involved traffic incidents aren't caused by alcoholics, but just people who had one too many, and lowering the legal limit helps deter those people,? says Thomas Babor, an expert on alcohol abuse at the University of Connecticut?s medical school in Farmington.

Indeed, both supporters and critics of the NTSB recommendation agree on that point: Drunken drivers shouldn?t be on the road. But how you make that happen is a sticking point.

According to the NTSB, a driver with a BAC of 0.05 is 38 percent more likely to be in a crash as compared with a completely sober driver, and a driver with a level of 0.08 is 169 percent more likely. (The figure rises to nearly 400 percent when the driver has a BAC of 0.10.)

At 0.05, individuals are ?as distracted as you are when you have the radio up too loud,? says Sarah Longwell, managing director of the American Beverage Institute, a trade organization.

?This would have a devastating impact on the hospitality industry while having no corollary benefit for public safety,? she says.

Instead, she says, the government should focus its efforts on the ?hard-core drunk drivers? responsible for the majority of alcohol-linked road deaths. That means better education around drinking and driving and a focus on technologies like the ignition interlock, a small device like a breathalyzer installed on a car?s dashboard that forces the driver to demonstrate sobriety before he or she can start the vehicle.

MADD supports many of these efforts, too, and says government needs to redouble its efforts to enforce the laws it already has in place to stop impaired driving.

Since the 1980s, organizations like MADD have successfully launched public-awareness campaigns that have stigmatized drunken driving and led to more-stringent limits across the country.

Consequently, crashes with alcohol-impaired drivers plunged more than 50 percent ? from 21,113 in 1983 to 9,878 in 2011 ? and the proportion of highway fatalities resulting from crashes with a drunken driver fell from half to a third.

But now, such statistics are plateauing, the NTSB says.

?Most Americans think that we?ve solved the problem of impaired driving, but in fact, it?s still a national epidemic,? said NTSB chair Deborah Hersman in a statement. ?On average, every hour one person is killed and 20 more are injured.?

Reducing the legal limit, the agency argues, would also better align the United States with the global consensus on impaired driving. More than 100 countries already have BAC limits at 0.05 or below, the NTSB says, including 25 of the 27 members of the European Union. Several nations, including Russia, Brazil, Hungary, and Nepal, have a legal limit of zero, and a host set the standard at 0.02 or 0.03, according to the International Center for Alcohol Policies.

The NTSB does not make law: It can only make recommendations to the states and federal government. It is likely to continue facing stiff opposition. Still, Dr. Babor says, this is something the group should fight for.

?The National Transportation Safety Board wouldn?t have recommended this unless there was overwhelming evidence that it would help," he says.

Vatican Bank to publish yearly report, launch website

VATICAN CITY (Reuters) - The Vatican Bank, a center of scandals for decades, is to launch its own website and publish its annual report in an effort to increase transparency, its new president said.

Ernst von Freyberg told the bank's employees of the changes, which should be in place by the end of the year, this week, according to Vatican Radio.

He also said the bank, formally known as the Institute for Works of Religion (IOR) and dubbed the world's most secretive bank by Forbes magazine, had also hired an auditing firm to make sure it meets international standards against money laundering.

Vatican Radio did not name of the firm.

Freyberg was appointed in February to take the place of Ettore Gotti Tedeschi who was fired last May.

Gotti Tedeschi said he was dismissed because he wanted more transparency but the board, made up of international financial experts, said he had neglected basic management responsibilities and alienated staff.

His abrupt departure, along with the arrest of Pope Benedict's butler for stealing confidential papal documents, came during a leaks scandal that shook the Vatican last year and contributed to Benedict's decision to resign.

The Vatican has been trying to shed its image as a murky financial center since 1982, when Roberto Calvi, known as "God's Banker" because of his links to the Vatican, was found hanging from London's Blackfriars Bridge.

Calvi was head of the Banco Ambrosiano, then Italy's largest private bank, which collapsed in a fraudulent bankruptcy. The Vatican bank owned part of the Ambrosiano.

In July, a European anti-money laundering committee said the Vatican Bank failed to meet all its standards on fighting money laundering, tax evasion and other financial crimes.

The report by Moneyval, a monitoring group of the 47-nation Council of Europe, found the Vatican had passed only nine of 16 "key and core" aspects of its financial dealings.

The Vatican has vowed to make changes to meet the standards, and will present a progress report on the Moneyval recommendations at the end of the year, a Vatican official said.

The bank itself will be audited by the Vatican's internal regulator, its Financial Information Authority, or FIA, the official said.

Earlier this month, in another move towards transparency, the Vatican's FIA signed a memo of understanding with FinCen, the U.S. agency that tracks suspicious financial transactions.

In 2010, Rome magistrates froze 23 million euros ($33 million) held by the IOR in an Italian bank.

The Vatican said at the time that its bank was merely transferring its own funds between its own accounts in Italy and Germany. The money was released in June 2011 but the investigation continues.

Pope Francis, who was elected in March to succeed Benedict, could enact a major restructuring of the bank or even eventually decide to close it, Vatican sources have said. But the prospect of total closure is remote.

The bank primarily handles funds for Vatican departments, Roman Catholic charities and orders of priests and nuns around the world.
